At the top is a field marked "IP or host name" where you put in the IP address you're trying to trace - in this case 216.81.59.173

Then press "go"

It'll take about 15 seconds - you'll get about 10 entries, it'll pause, then keep on going. Try it now.

Not getting anything. From the page you linked to it goes 3 hops, 3 time outs and then stops.

From my computer I get 6 hops, stopping at ALTER.NET in NYC.

It still showed up for me through the web-based tool and also directly from my current location inside China.

Seeing all links in the traceroute meant I needed to use the hops option of my traceroute tool set to 100.

This was clearly the work of someone with at least my level of skills and access to significant IP/DNS/Hardware resources. Following the link at the end of the traceroute, sure enough it's a black belt Cisco engineer (CCIE is still an "aspirational target" for me).
