The band is the Stranglers - their best album is indeed called 'Rattus Norvegicus' & it was released long before your Norvegicus arrived on the scene - about 1978 I think...
Best track - (Get A) Grip (On Yourself). Also features 'Peaches' & 'Hanging Around'. This is a few years before 'Golden Brown' made them disshevelled popstars.
