Fluorescence is a new recognition of a cultural movement (most Fluro people I know would object to being called 'brand new' as it were) based on being 'creatively playful' in all aspects of life. This can be sprightly and innocent or exploratory and far out strange - I've seen Fluorescent type people call goths Fluro as well.
